Results: · Provided third party review, negotiation, and value engineering of vendors and construction contractors to control costs. Provided critical pre-review, document preparation, and submittal coordination with municipal permitting authorities. Achieved full waiver on supplementary submittals and reduced permit approval time by over 3 weeks. · APECS identified show-stopper design and strategic implementation issues at the drawing-board stage. Achieved 100% constructable design with no waste or re-work. · Developed and implemented project execution strategy that allowed commencement of construction 6 to 8 weeks ahead of schedule without compromising permitting compliance process. · Achieved schedule acceleration of a "Design/Build" delivery method while still maintaining firm bid control of costs. Achieved schedule compression advantage over Plan/Spec/Bid model of more than three months. · Provided complete technical turnkey facility design and construction without the need for the owner to provide their own internal project or engineering staff. · Innovative layout of labs and utility systems allows for scalability and current low cost, low maintenance operation, yet also provides for future ease of implementing enhancements to achieve GLP certifications. · Innovative utility systems design allows for reliable operation without the need for full time utility operator or maintenance staff. · Relationships with lab specialty vendors resulted in the client achieving the look and functionality of "new" at a "used" price.
